Jennifer Feliciano


Jennifer Feliciano, MBA, PMP is the Director of Planning and Implementation for the Clear Pathways Initiative at Peg’s Foundation, the largest mental health funder in Ohio. In this role, she helps plan and implement projects that advance the initiative’s mission to improve mental health systems, programs, and policies. With 17 years of experience in Medicaid managed care, healthcare policy, and program implementation, she leads large-scale healthcare initiatives, optimizes organizational processes, and supports government agencies in procurement planning, program oversight, and regulatory compliance.

Jennifer has worked extensively with state Medicaid programs across Florida, New Mexico, Hawaii, Tennessee, and Puerto Rico, providing expertise in managed care procurements, readiness assessments, policy development, and contract compliance. She has played a key role in developing reporting frameworks, oversight strategies, and training programs that enhance Medicaid program effectiveness.

A passionate project management professional, Jennifer is highly skilled in developing project management strategies, processes, and tools that drive efficiency and compliance. As an effective trainer and mentor, she has designed and delivered training programs that strengthen teams and improve program execution.

Jennifer holds an MBA and a Master’s in Healthcare Administration from the University of Maryland University College and is PMP-certified. She is known for her strategic approach to project management, stakeholder engagement, and ability to implement solutions that improve healthcare program outcomes.
